DRC Prime Minister Issues Moratorium on Year-End Audits for Businesses

Prime Minister Judith Suminwa has declared a nationwide moratorium on state control missions targeting businesses, following concerns raised by the Federation of Congolese Enterprises (FEC) regarding the administrative burden at the end of the fiscal year.

The suspension, which is effective from December 16, 2024, to January 30, 2025, is intended to ease the pressure on businesses during this critical period. “I have decided to grant a moratorium on all tax audits, non-tax revenue audits, and routine economic audits to allow economic operators to prepare their financial statements with peace of mind,” the Prime Minister wrote in a letter dated December 19, 2024.

However, the moratorium does not apply to control missions initiated and carried out by national financial authorities in strict accordance with the law.

In cases of serious fraud suspicions requiring urgent action, a special exemption must be obtained in advance, as outlined in the directive.

The FEC had previously urged the government to suspend such controls, arguing that they disrupt business operations and hinder companies’ ability to finalize their financial reports during this critical time.

This decision aims to reduce the administrative burden on businesses, creating a more supportive environment for completing year-end financial tasks.
